The encyclical Rerum Novarum on the conditions of workers was published by Pope Leo XIII on May 15, 1891. It was a response to the Industrial Revolution and the changes that it brought to the situation of workers. It is regarded as the foundational statement of Catholic Social Teaching. One indication of this is that 2 encyclicals were published on the anniversary of Rerum Novarum. Quadragesima Anno by Pope Pius XI in 1931 and Mater et Magistra by John XXIII in 1961 built on the foundations of Rerum Novarum and further developed Catholic Social Teaching.
